NPP/Akuffo Addo/Ayinbisa Lies, Deceptions and Abysmal Infrastructure records in Bongo (Part-1).

Fellow Citizens,

Today, lets revisit Bawumia’ presentation on behalf of Prez Nana Addo’s infrastructure devt for the past 4yrs in govt but in doing so, it will be worthwhile doing a comparative analysis of the two rival parties (NDC/NPP) records. This may help inform electorates on the credibility of each of these parties as we go to the polls in Dec 7th. The focus should be in the Bongo district as suggested in my earlier post. Again, we will engage in sectoral analysis and comparison to enable decerning Ghanaian voters determine where true, sincere, visionary and all-embracing leadership lies (NDC or NPP?.

1. SUMMARY OF NPP RECORDS, Bongo District (2017-2020)

A cursory review of the detail projects of the District as captured in the so-called Tracker indicates the following projects per sector (www.deliverytracker.gov.gh) :

a. Agriculture (1V1D)-8 projects

b. Education (basic) -7 projects

c. Health- (CHPS Compounds)-2 projects

d. Housing (staff & DCE Luxury)-3

e. Industry (almost zero)-1

f. Markets (Bongo-Soe rehabilitation)-1

g. Roads (Yrly routine rehabilitation/reshaping of feeder roads)- 8

h. NGO/Development Partners captured as NPP achievements -36

a. UNICEF-14 projects

b. WATERAID-Ghana – 22

i. Water & Sanitation (WASH), Boreholes & limited small-town water systems, ‘Akuffo addo toilets’ – 14

2. SOURCES OF FUNDING FOR NPP PROJECTS

The NPP-govt under Nana Addo has been one the luckiest in the history of our democracy, bagging from taxes, oil resources bequeathed to it by JDM, huge borrowings among others. Nana Addo therefore indicated that he used the ff resource vehicles such as 1Constituency/$1Milllion for each year, the Zongo Devt Fund, Northern Devt Fund (NDF), District Devt Facility (DDF), Common Fund (DACF), etc to prosecute his projects as listed by Dr. Bawumia (www.deliverytracker.gov.gh, accessed on 22nd August, 2020 at 23.05 Eastern time; Bawumia (2020). By estimation therefore, Bongo received huge sums of money from these sources cumulatively for the past 4yrs than any other regime. At least the 1C1M alone would have bagged us $1M*4yrs*GH6 = GH24Million cedis. This will naturally exclude DDF of estimated GH4Million/4yrs if we continue to pass well in FOAT assessment, DACF of GH8Million/4yrs, Internally Generated funds- (IGF) of GH1Million/4yrs, etc. Again, these funding sources does not include direct funding of projects by NGOs/Development Partners like UNICEF, WATERAID, etc. In a nutshell, if Nana Addo and the NPP were truthful to their promises & indeed, I want to believe so, have expended over GH37Million for the past 4yrs on the said projects listed. A few questions therefore arise for citizens to reflect and demand accountability, whilst we do further analysis and comparison of sectoral infrastructure in my next edition….

What are the prices of these individual projects?

Did we get value-for-money from these projects esp for 1V1D poor construction & the death of innocent kids associated with negligence on safety issues?

Was part of public funds extended to UNCEF & WATERAID for the life projects so listed as Akuffo Addo Achievements?

Were all these projects initiated and funded from the Akuffo funds or funds already secured for JDM projects (e.g Rural electrification)

What happened to 1D1F funds meant for all districts? Was Bongo considered and how much? What happens to JDM Brick & Tiles project initiated in collaboration with SADA and UDS, which we will revisit in later analysis?

Could these funding have been directed to ‘life-changing projects’ conceptualised and initiated by previous administration, such as Compensation of about 51acre of land for New Hospital project facilitated by the Paramount Chief in 2016; the continuation of Brick & Tile factory flagship project with possible joint ventureship with external partners; the Construction of Modern Market Complex for Namoo; the completion of the Bongo Township phase-2 ring-road, which includes Bongo mkt-Bongo SHS-Bongo Steel bridge-Police station-DA office complex and to Bogrigo junction earlier approved by JDM govt for construction in 2016, etc?

3. SECTORAL ANALYSIS AND COMPARISON OF RECORDS (JDM/NANA)—watch out for the continuation of this project/task….but be encouraged to do your own analysis as we seek for true and resilient leadership for this beloved country of ours….
